Urban Transport Microenterprises in Abidjan

This note analyzes the organization, profitability, and financing of private mass transit services in Abidjan, with an emphasis on private companies, operating minibuses commonly known as "gbakas". The Abidjan case study is part of a regional study launched early in 1999, under the urban mobility component of the Sub-Saharan Africa Transport Policy Program (SSATP), covering four cities: Abidjan, Bamako, Harare, and Nairobi, while the regional study was carried out by the Solidarite Internationale sur les Transports et la Recherche en Afrique Subsaharienne. Concessionning of the Ifrikya Railway -- A Case Study

The case study of the concessioning of the Ifrikya railway is based in part on several recent actual case studies on railway concessioning in Sub-Saharan Africa. However, several features of the general context and data have been changed for pedagogical purposes. The Republic of Ifrikya should therefore be considered an entirely fictitious country and the description of conditions there should not in any way be construed as mirroring the situation in any country that has recently entered into a railway concessioning arrangement.

Based on the experience of cities where two competitive, transport systems coexist - a large enterprise (private-public in the case of Harare) and, small vehicles enterprises (private sector), the former is subject to term limits, due to mediocre financial performance, and its need for subsidies. In the case of Harare, the Zimbabwe United Passenger Company (ZUPCO) have for quite some time, been a monopoly within the city's network, under private capital, and management, but has never satisfied the public transportation demands.

Among the capitals of West Africa, Bamako has been singled out because of a system of urban transport, in which the structured enterprises could never attain sustainability. This transport system, in fact controlled by the drivers union, remains undeniably inflexible, and inadaptable. However, the structure of its road network, the employment being concentrated downtown, i.e., conducive to traffic congestion particularly during rush hours, and to higher levels of pollution, are elements favoring improvements to the system.

The sustainable development of developing countries' cities, namely African, depends on the performance of its urban transport systems, in terms of efficiency, of transport costs, on the energy economy, and on congestion issues. Based on cities experience, two competitive transport systems coexist - that of the large enterprise (private, in the case of Nairobi) - and, that of local communal microenterprise, the former being subjected to term limits, due to mediocre financial performances, consequently to subsidies.

Rural Roads in Sub-Saharan Africa -- Lessons from World Bank Experience

This report, prepared under the Rural Travel and Transport Project of the sub - Saharan Africa Transport Program (SSATP), presents findings from a review of 127 projects with rural road components in SSA. The review highlights key policy changes discussed under the main headings of planning, design and technology, resource mobilization, and sectoral organization and institutional performance. Planning is seen as a process involving key constituencies at various levels rather than a methodology.

SSATP Annual Conference and Stakeholders' Meeting

The report comprises the proceedings from the 2003 Annual Meeting of the Sub-Saharan Africa Transport Policy Program (SSATP), and presents discussions held with stakeholders, towards moving SSATP's long-term strategic objective - the development of transport sector policies and strategies, that contribute fully to the national poverty reduction objectives, and to the promotion of regional economic integration.

Scoping Study -- Urban Mobility in Addis Ababa, Dar es Salaam and Nairobi

A comprehensive investigative study was implemented in 2002, on the status, and development of urban mobility in three Sub-Saharan African cities - Addis Ababa, Ethiopia; Nairobi, Kenya; and, Dar-es-Salaam, Tanzania. Its purpose was to gather information in terms of size, regional spread, and availability data, that would allow identification of issues affecting urban mobility in the related cities, and prepare action plans, that would lead to policy reforms.
