SSATP Annual Report 2005

Implementation of the Sub-Saharan Africa Transport Policy Program (SSATP) Long Term Development Plan (LTDP) accelerated in 2005. Work program activities of the LTDP intensified and started to deliver results. The program's principal objective and main focus remained that of anchoring transport in poverty reduction strategies. The year also saw increased involvement of high level policy makers in the policy development process. At the level of the African Union, the Ministers of Transport adopted transport targets and indicators for achieving the MDG.

The Problems Facing Labor-based Road Programs and What to Do About Them -- Evidence from Ghana

The literature gives two explanations for contractors' reluctance to adopt labor-based methods. First, contractors believe the cost of learning this new technology is high. Programs designed to promote labor-based methods have always included subsidized training to address this problem. This study argues that focusing on training often diverts attention away from more substantive problems inherent in adopting labor-based methods.

The Fifteenth Annual Coordinating Committee for the Road Management Initiative (RMI) for the Sub-Saharan Africa Transport Policy Program (SSATP) was held in Saly, Senegal May 16-19, 2001. This was inclusive of the joint session in the morning of May 19 with the Rural Travel and Transport Program (RTTP) whose Meeting was held at the same location May 19-22, 2001. This report is divided into two parts.
