Urban Transport Microenterprises in Abidjan

This note analyzes the organization, profitability, and financing of private mass transit services in Abidjan, with an emphasis on private companies, operating minibuses commonly known as "gbakas". The Abidjan case study is part of a regional study launched early in 1999, under the urban mobility component of the Sub-Saharan Africa Transport Policy Program (SSATP), covering four cities: Abidjan, Bamako, Harare, and Nairobi, while the regional study was carried out by the Solidarite Internationale sur les Transports et la Recherche en Afrique Subsaharienne. (SITRASS).

The Role of the World Bank in the Development of Urban Transport in Sub-Saharan Africa

During the first period the Bank's main concern was to find ways of relieving urban traffic congestion. This mainly involved the prescription of traffic management, road rehabilitation and road construction. It also involved helping the formal public transport sector become more efficient and building local capabilities to plan, implementation and monitor traffic management schemes. This focus is reflected in the projects undertaken in the Cote d'Ivoire, Mali, Senegal, Cameroon and Zimbabwe.

Expanding Labor-based Methods for Road Works in Africa

Using labor-based methods for road works has been an important part of the strategy to improve rural transport infrastructure in Africa over the past twenty-five years. These methods not only produce gravel roads of equal quality to those produced using equipment-based methods, but they also generate rural employment in a accost-effective manner. Although labor-based methods have proved to be a cost-effective alternative to equipment-based methods in many low-wage Sub-Saharan African countries, these methods have not been applied on large scale.

Promoting Intermediate Means of Transport

A transport system responsive to needs is recognized as a major prerequisite for the social and economic development of rural areas. In Sub-Saharan Africa, the rural transport system are, in general, in a very poor state. Accessibility in rural areas is low and fluctuates with the seasons, and transport costs are irregular but high. Transport needs claim a significant part of daily life for the rural population, especially for women of all ages.

Privately Financed Infrastructure -- A Concession Company’s Point of View

Under a concession system the state grants a franchise the right to finance, build, own, operate, and maintain a public infrastructure for a given period, and to charge users for that service. Concessions are normally stand-alone, single-purpose entities that are expected to finance themselves eventually, if not initially, without recourse to their shareholders. They are independent corporate entities run by a dedicated staff that seeks career advancement within the concession company. Invariably, the successful concession has been created because of a compelling economic need.

Scoping Study -- Urban Mobility in Addis Ababa, Dar es Salaam and Nairobi

A comprehensive investigative study was implemented in 2002, on the status, and development of urban mobility in three Sub-Saharan African cities - Addis Ababa, Ethiopia; Nairobi, Kenya; and, Dar-es-Salaam, Tanzania. Its purpose was to gather information in terms of size, regional spread, and availability data, that would allow identification of issues affecting urban mobility in the related cities, and prepare action plans, that would lead to policy reforms.
