Concessionning of the Ifrikya Railway -- A Case Study

The case study of the concessioning of the Ifrikya railway is based in part on several recent actual case studies on railway concessioning in Sub-Saharan Africa. However, several features of the general context and data have been changed for pedagogical purposes. The Republic of Ifrikya should therefore be considered an entirely fictitious country and the description of conditions there should not in any way be construed as mirroring the situation in any country that has recently entered into a railway concessioning arrangement.

Guide de mise en concession ferroviaire -- Application aux réseaux africains

The report contains the guidelines for railways concessions, which present the methodology for regrouping a set of instruments, aimed at setting the operational structure for concessions within the railways transport sector. Following the definition and characteristics of concessions, the report examines the status of reforms in Sub-Saharan Africa, synthesizing main experiences. It then specifies issues to be pursued, in order to maximize satisfactory concession operations, and, analyzes the requirements needed for the potential integration into a concessions convention.
