Addressing the infrastructure gap in Africa, in particular in transport, has contributed to put in place the foundation for accelerating economic growth. These efforts are indeed bearing fruits, especially in terms of improved accessibility and connectivity – new areas are getting opened up and communities are getting better connected to services. This notwithstanding, the price of transport services in Africa is still one of the highest, the quality of services is overall poor and modern transport logistics is in general lacking.
The Sub-Saharan Africa Transport Policy Program (SSATP) promotes the development and implementation of sound transport sector policies and strategies, through and with transport sector professionals in SSA, in support of sustainable economic growth and poverty reduction among its partner countries. SSATP is now planning its 2008-2011 Development Plan (DP-2), the second four-year cycle of the programmatic approach adopted in 2004 (2004-2007).
This paper presents the methodological lessons of several corridor performance measurement carried out in Africa. Based on current experience, the authors conclude that while road drovers'trip questionnaires may be useful, the core of monitoring activities should mostly rely on existing consolidated data (customs and port data) or limited surveys (freight forwarders, major trucking companies, truckers and transport unions), to benchmark corridor performance.
This document is based on a program of Non-Motorized Transport (NMT) Infrastructure and Services in Kenya (Nairobi and Eldoret), and Tanzania (Temeke, ward of Dar es Salaam and Morogoro). It aims to: a) comprehensively document the background to urban mobility in Sub-Saharan Africa (SSA), b) describe the NMT pilot projects and their post-project monitoring, c) document the various assessments of this program which were previously undertaken, and, d) draw the "Lessons from experience" as a potentially useful instrument for the formulation and implementation of future NMT programs in SSA.
The 2004 Annual Stakeholders Meeting of the Sub-Saharan Africa Transport Policy Program (SSATP) took place in Addis Ababa, Ethiopia, from September 27-29, 2004. As a partnership program, the SSATP Annual Meeting has an important function of enabling nationals and stakeholders to assess progress and shape the future direction and action of the program. Specifically, the 2004 Stakeholders meeting reviewed the progress and results of the current annual SSATP work program and established the framework and priorities for 2005.
The note reviews concessioning of rail operations, as a partnership between the State, and a private operator in which, while maintaining ownership of rail infrastructure, the State transfers railway operations to the concessionaire, under agreed conditions. It examines the scope of the concession, the railway activity regulatory framework, and management of railway infrastructure, and of locomotives and rolling stock, in addition to the concessionaire's staff governing legal regulations, fees, and taxation.
The note examines the concession technique in railway operations, for the first time used in Sub-Saharan Africa, in Cote d'Ivoire and Burkina Faso, who jointly concessioned the Abidjan-Ouagadougou Railway to a private operator in December 1994.
Facilitating trade flows between countries belonging to the same sub-region does not only require adequate transport infrastructure, or the availability of competitive and reliable transport services. Both will be used effectively only to the extent allowed by the legal framework governing their operations.
