Solutions pour la gestion et le financement des infrastructures de transport rural

This paper presents a framework for improving management and financing of local government roads and community roads and paths based on two distinct owner categories and a redefined partnership between the public and private sectors. Local governments or their agents will manage the core rural roads; communities and associations of farmers will choose which roads and paths they own; the private sector will sell management services to the local road agencies and carry out physical works.

Transport and the Village

This paper, prepared under the Rural Travel and Transport Project (RTTP) of the sub-Saharan Africa Transport Policy Program (SSATP) focuses on local level transport in rural Africa. Households surveys and case studies on intermediate means of transport (IMT) and the role of transport in women's lives were carried out to enhance the understanding of the circumstances under which local level transport imposes a constraint, of the nature of that constraint, and of the appropriate measures to alleviate the constraint.

Promoting Policy Reforms for Effective Transport Services in COMESA Countries -- Review of the Road Sector in Selected COMESA Countries (Eastern and Island Countries)

Concerned by the poor state of the road network in most of its member countries, the Common Market for Eastern and Southern Africa (COMESA) has been promoting reforms to help regional integration for effective transport services. COMESA has taken an interest in the Road Maintenance Initiative (RMI), which has been working with nine pilot countries, five of which are within the COMESA area, on ways to make road maintenance sustainable. Twelve COMESA countries were reviewed.
