This paper presents a framework for improving management and financing of local government roads and community roads and paths based on two distinct owner categories and a redefined partnership between the public and private sectors. Local governments or their agents will manage the core rural roads; communities and associations of farmers will choose which roads and paths they own; the private sector will sell management services to the local road agencies and carry out physical works.

Rural Roads in Sub-Saharan Africa -- Lessons from World Bank Experience

This report, prepared under the Rural Travel and Transport Project of the sub - Saharan Africa Transport Program (SSATP), presents findings from a review of 127 projects with rural road components in SSA. The review highlights key policy changes discussed under the main headings of planning, design and technology, resource mobilization, and sectoral organization and institutional performance. Planning is seen as a process involving key constituencies at various levels rather than a methodology.

Road Sector Performance Indicators for African Countries

Development practice is concerned with achieving results on the ground, towards improving economic, and social welfare. Road sector development, and administration are no exception to it, being increasingly subjected to scrutiny by stakeholders. Assessing outcomes to monitor performance in the road sector is thus at the forefront of sector reform efforts. This technical note aims to set the development of performance indicators in an African context, and, questions whether road administration is on the right track, and, to what extent do international partnerships affect the road system.

Restructuring Highway Agencies -- The FinnRa Case: Options for Africa?

Until the late 1970s, the Finnish Road and Waterways Administration (RWA) operated as a highly centralized agency. Then RWA started its gradual reforms. In the mid 1980s, RWA began evolving into a market-oriented road administration. As part of the reform process, there have been profound changes in competition law, principles of public procurement, and in the legislation enabling the creation of state-owned enterprises and the commercialization of government agencies.

Road Safety in Africa -- Appraisal of Road Safety Initiatives in Five African Countries

Upon the request of the World Bank, the Institute of Transport Economics, Norway did an appraisal of the road safety situation and road safety work in five African countries: Benin, Cote d'Ivoire, Kenya, Tanzania, and Zimbabwe. The overall objective of the evaluation was to identify key measures that would reduce fatalities, personal injuries, and material damage from road accidents in Africa. The information was collected through visits to the five countries.

Les réformes des politiques routières en Afrique subsaharienne 1991-1995

The purpose of this paper is to review the progress made in implementing key elements of road policy as it evolved, following the Road Maintenance Initiative (RMI), launched in 1987, as a partnership of key donors, involved in the road sector. RMI's primary objectives have been to develop awareness of the critical importance of road maintenance, and to define the key elements of policy reform, and institutional change, needed to set road management on a sustainable basis.

SSATP Progress Report 2000

The Sub-Saharan Africa Transport Policy Program (SSATP) was launched fifteen years ago as a joint initiative of the World Bank and the United Nations Economic Commission for Africa (UNECA) to improve transport sector performance by promoting policy reforms and institutional changes. The basic premises of the Program are that policy reform is essential in order to improve transport services; and that countries and their development partners need to col-laborate in the sector within a common framework of policies.
