Implementation and Impact of RMI - A Survey of Stakeholders in Seven Member Countries

Following extensive consultations with both public and private sector stakeholders, the Road Management Initiative (RMI) formerly known as Road Maintenance Initiative was launched in the late 1980.s as a component of the Sub-Saharan Africa Transport Policy Program (SSATP). This program was led by the Africa Region Infrastructure Department of the World Bank and the Economic Commission for Africa (UNECA) in response to an increasing concern over deteriorating road infrastructure in Sub-Saharan Africa (SSA) despite substantial capital investments by governments and donors.

Assessment of the Non-Motorized Transport Program, Kenya and Tanzania

Scott Wilson was appointed by the SSATP/World Bank to undertake a technical assessment of pilot projects implemented in Kenya and Tanzania under Phase II of the Non-Motorized Transport [NMT] Program between 1995 and 1999. This report is submitted in response to the requirements of the Terms of Reference for the assessment. It provides an overview of the various program activities and their strengths and weaknesses. An assessment is made of whether the pilot projects have contributed to achieving the long-term objectives of the (NMT) Program.

This report discusses the process and methodology involved in developing a practicable method for undertaking a comparative analysis of transport sector and poverty reduction strategies. The report notes that this is an important milestone in a process that has been ongoing since the 2000 Business Meeting and Initial General Assembly of SSATP. Those meetings began the SSATP Strategic Review and formulation of new governance arrangements.
