La gouvernance est depuis des décennies l’une des préoccupations des responsables des politiques de transport et des parties prenantes. Le secteur contribue largement à la réduction de la pauvreté et à la croissance économique, sans compter les milliards de dollars investis dans l’amélioration et la réhabilitation des infrastructures de transport. En dépit des sommes considérables investies et des efforts consentis pour mettre en place les capacités techniques, financières et managériales, les résultats obtenus sont bien inférieurs aux prévisions.

Transport Governance Indicators for Sub-Saharan Africa

Good governance or the lack of it has been a concern of transport sector policy makers and stakeholders for decades. The sector is a major contributor to poverty reduction and economic growth where billions of dollars have been spent on improving and rehabilitating transport infrastructure. However, despite this considerable investment and much associated effort to build supportive technical, financial and management capability, performance continues to lag behind expectation.

Transport Governance Indicators

SSATP has recognized governance as a cross-cutting issue in its on-going Second Development Plan (2009-2013). In a first step towards a greater advocacy effort aiming at improving governance in the transport sector in Africa, the SSATP has identified a critical subset of governance indicators in the transport sector that can be used to demonstrate in a clear, measurable way, the quality of governance in a particular country / sector / sub-sector. The ‘candidate’ indicators were matched against a framework of six dimensions:
