SSATP Transport Indicator Initiative -- Concept Note

At the occasion of the annual meeting of the Sub-Saharan Africa Transport Policy Program (SSATP) in Kigali in May 2003, the SSATP was requested by its members to take the lead in coordinating and promoting efforts to establish a common set of key transport sector performance indicators, and to assist to build up capacity to collect the required data in a sustainable manner. To meet the objectives of this SSATP exercise, a set of high-level indicators has been designed that span the main critical areas of transport in Sub-Saharan Africa.

The Provision of Rural Transport Services

The argument presented in this report is that the relationships between improved rural road infrastructure and the provision of complementary vehicle services have not been fully understood resulting in over emphasis on infrastructure and under emphasis on the vehicle services themselves. The paper draws on evidence from cross country comparisons to conclude that there are particular problems in the rural areas of Sub-Saharan Africa (SSA).

Road Sector Performance Indicators for African Countries

Development practice is concerned with achieving results on the ground, towards improving economic, and social welfare. Road sector development, and administration are no exception to it, being increasingly subjected to scrutiny by stakeholders. Assessing outcomes to monitor performance in the road sector is thus at the forefront of sector reform efforts. This technical note aims to set the development of performance indicators in an African context, and, questions whether road administration is on the right track, and, to what extent do international partnerships affect the road system.

Road transport is the dominant mode of transport in sub-Saharan Africa, carrying close to 90 percent of the region's passenger and freight transport, and providing the only access to rural communities where over 70 percent of Africans live. Despite their importance, most of the region's nearly 2 million km of roads are poorly managed and badly maintained. By 1990, nearly a third of the $150 billion invested in roads had been eroded through lack of maintenance.

Roads Economic Decision Model (RED) for Economic Evaluation of Low Volume Roads

This Note presents the Roads Economic Decision Model (RED) that performs an economic evaluation of road investments and maintenance options customized to the characteristics of low-volume roads such as: a) high uncertainty of the assessment of traffic, road condition, and future maintenance of unpaved roads; b) periods during a year with disrupted passability; c) levels of service and corresponding road user costs defined not lonely through roughness; d) high potential to influence economic development; and e) beneficiaries other than motorized road users.

SSATP Progress Report 2000

The Sub-Saharan Africa Transport Policy Program (SSATP) was launched fifteen years ago as a joint initiative of the World Bank and the United Nations Economic Commission for Africa (UNECA) to improve transport sector performance by promoting policy reforms and institutional changes. The basic premises of the Program are that policy reform is essential in order to improve transport services; and that countries and their development partners need to col-laborate in the sector within a common framework of policies.

This process has been encouraged by the donor community, especially through the Road Management Initiative (RMI). Ways of doing business are changing: more dependence on market mechanisms, further decentralization; new types of entities and operators.
