5.12. Appraisal
Starting Points for Social Analysis during appraisal of
a project:
- Social diversity and gender - Examining how people
who will be effected by the transport project are organized into different
groups based on the status ascribed at birth.
- Institutions, rules and behavior - Examining how
social groups relate to each other in different ways.
- Stakeholders - Consulting with groups with an
interest in the transport project (who will be affected by it or may
affect it).
- Participation - Identifying opportunities for
both female and male stakeholders to contribute to project design,
influence public choices, and hold authorities accountable.
- Social Risk - Assessing what might go wrong when
people compete for project resources, such as exclusion, social tension
and conflict.
Appraisal Check List
Review the appraisal process and the Project Appraisal
Document (PAD) to ensure that they are informed by the following
elements:
- Do the social assessments and baseline studies address gender
issues and disaggregate data by gender?
- Are assessments designed in consultation with transport planners
to ensure response to gender experts?
- What is the process for consultation with stakeholders? Is
it participatory?
- Is a gender specialist included on the appraisal team?
- Is the implementing organization committed to addressing
gender and transport issues throughout the project?
- Does the project have sufficient human resource capacity
to manage a gender responsive project effectively? Is capacity
building planned?
- Does the project budget include adequate resources for:
- Gender disaggregated data collection?
- Gender studies if required?
- Gender capacity building?
- Grants for addressing gender issues?
- Gender expertise on the project staff?
If these elements are missing or inadequately developed,
modify the process and/or the PAD to ensure that gender issues are
addressed. |
