2025 Annual General Meeting Proceedings

This report summarizes the proceedings of the 2025 Annual General Meeting (AGM) of the Africa Transport Policy Program (SSATP), held in Cotonou, Benin, from March 24–27, 2025. Organized under the theme “Strengthened Governance for Safe, Sustainable, and Decarbonized Transport in Africa,” the AGM brought together over 265 delegates from 51 countries, including seven ministers of transport, to review progress under SSATP’s Fourth Development Plan (DP4) and chart the path forward.
The report captures key insights from plenary discussions and technical sessions across SSATP’s four thematic pillars—Regional Connectivity and Economic Integration, Sustainable Urban Mobility and Accessibility, Road Safety, and Resilient Road Asset Management. It also documents the formal launch of the RRAM pillar, the endorsement of updated pillar work plans through 2026, the establishment of the African Association of Road Safety Lead Agencies (AARSLA), and the official accession of Somalia as SSATP’s 43rd member country
