3.8. Mainstreaming Gender in Transport Policy

Mainstreaming gender issues among policy makers and within legislation and policy is essential to ensuring the sustainability of and enabling environment for gender sensitive programs. This can be done by:

  • Promoting changes in approaches to transport policy and planning
    • Analysis of the value of women's contributions
    • Focus on the entire network of travel including paths and tracks
    • Attention to pedestrians
  • Integrating transport into national gender policies
  • Addressing differences in women's and men's transport needs in rural transport policies
  • Setting proactive policies for recruiting and promoting women in transport planning and implementation agencies
  • Designing and implementing gender-sensitive monitoring and evaluation systems to inform policy

Policy Case Examples

  • In Malawi, the Principal Secretaries of ministries and departments issued a declaration placing gender firmly on the agenda of all development initiatives.
  • In Uganda the White Paper on Sustainable Maintenance of District, Urban and Community Access Roads is a watershed in a male-dominated sector, allowing for women specific provisions to strengthen women's participation in decision-making on roads.
