Toolkit for Country Facilitators on the Poverty Reduction-Transport Strategy Review (PRTSR) Process

This “toolkit” provides country facilitators with some practical tools and guidance on how to undertake important steps in the Poverty Reduction-Transport Strategy Review (PRTSR) process. It includes a note on how to undertake the stakeholder analysis, as the basis for selecting the members of the Stakeholder Group (during the Preparatory Phase) and provides draft programs for the three participatory workshops during the Review Phase. It also provides some tips on facilitation and the use of visualization techniques.

SADC Guideline on Low-Volume Sealed Roads

The main purpose of the Guideline is to provide stakeholders with a synthesis of best regional and international practice in all aspects of low-volume sealed roads. In so doing, it will correct a shortcoming of other available guidelines and manuals that tend to be more narrowly focused on the technical aspects of relatively more heavily trafficked roads and, as a result, have limited applicability to low-volume sealed roads.

The toolkit presented here is intended to provide African countries, in summary form, with an overview of the experience to date with railway concessioning in Sub-Saharan Africa. The reader will note that the Guide refrains from defining ìtheî model concession arrangement to be applied in every circumstance; no such model exists, and each individual situation calls for individualized solutions.
