The 2023 Annual Report provides a comprehensive overview of SSATP's main activities and achievements from January 1 to December 31, 2023, focusing on the second year of implementation of the Fourth Development Plan (DP4) spanning 2022-2026.

The purpose of this report is to keep African member countries, development partners and the SSATP Executive Committee abreast of the Program’s progress. This is the first annual report for the SSATP Fourth Development Plan (DP4); it reports on the activities undertaken during the 2022 calendar year. It not only covers the preparation and subsequent launch of the DP4 Multi Donor Trust Fund (January - June 2022), but also the first six months of
implementation progress for activities under the DP4 first-year work program (July - December 2022). 

Although SSATP is a recognized and well-established program for policy development and capacity building of the African transport sector, new demands and changing needs of the sector put pressure on SSATP to adjust and adapt. The mid-term review recommended that the program should resourcefully respond to emerging needs, relocate to Africa to better integrate in the African context, and strengthen ownership among all its stakeholders.

This annual report 2013 showcases SSATP's continued efforts under the Second Development Plan (DP2) to support African countries undertake needed policy reforms that will improve the performance of the transport sector and make it more efficient in a sustainable way. The annual report highlights the past years results, activities, and events, and provides an overview of SSATP’s project portfolio and financial standing. Implementation of DP2 was originally scheduled to end on June 30, 2014, when the multi-donor trust fund which has provided the financing of DP2 was set to close.

The purpose of this report is to update the members, partners, and Executive Committee of the Africa Transport Policy Program (SSATP) on the status of the second year of implementation of the Third Development Plan (DP3). In accordance with the reporting requirements, this annual report covers the period January–December 2017. It also includes the plans for the coming years to ensure that the objectives set for the program will be achieved. 

As it celebrates its thirtieth anniversary of shaping African transport policies and developing capacity, the Africa Transport Policy Program (SSATP) continues to tackle key challenges that Africa must overcome to adapt to global trends. Among the critical issues hindering African transport development, the top priorities are the unacceptably high rates of road fatalities, the unprecedented rate of urbanization, and the highest transport costs in the world.

The Africa Transport Policy Program (SSATP) launched its next five-year strategy cycle, the Fourth Development Plan (DP4), at the DP4 Stakeholders Engagement Meetings hosted by the European Commission in Brussels on June 16-17, 2022. Through the DP4, SSATP expects to play a central role in supporting the development and implementation of national, regional, and continental strategic priorities in the African transport sector.

This report provides an extensive analysis of SSATP’s Third Development Plan (DP3, spanning 2016-2021) and its many achievements covering the Program's main focus areas: regional integration, urban transport and mobility and road safety. It serves not only as a reporting tool for SSATP donors and stakeholders, but also as a comprehensive summary of the wealth of knowledge produced under the DP3 and the groundwork laid for African countries to build safe, integrated, and sustainable transport systems.

The 2019 Annual Report is a detailed review of the fourth year of implementation of SSATP's Third Development Plan (DP3). The 2019 calendar year brought to bear the fruits of the DP3’s main activities pertaining to regional integration, urban mobility, and road safety while marking the beginning of a collaborative effort to define SSATP’s next strategy cycle, the Fourth Development Plan (DP4) spanning 2021-2025. The purpose of this report is to keep member countries, development partners, and SSATP Executive Committee members abreast of the Program’s progress.
