5.10. Project Level Points of Intervention: Identification

Integration of gender concerns is critical right from the identification stage in transport project formulation. Gender responsive transport programs require flexible planning processes that are interactive, able to adjust the objectives based on feedback, and enable beneficiaries to be active participants in the planning process.

Identification Check List

Review the Project Concept Note to ensure that it addresses the following gender dimensions adequately:
  • Have gender issues been examined during identification and project formation? These include:

    • Mobility and access
    • Affordability
    • Discriminatory practices
    • Creation of opportunities
    • Training needs
    • Participation and decision making
    • Safety
    • Gender dimensions of safeguards (i.e., resettlement action plans, location of boreholes, wells, etc.).
  • If gender information is inadequate, are any gender focused assessments or studies planned?
  • Are the gender dimensions of the project adequately addressed in the design of the social and environmental assessments?
  • Is a gender specialist included on the project identification team?
  • Do the criteria for selection of implementing agency include knowledge and commitment to gender issues in transport?
  • Are female as well as male stakeholders consulted?
  • Are there consultations with civil society organization stakeholders about gender and other social inclusion issues?
Ensure that any omissions are addressed in review comments provided on the Project Concept Note (PCN) and changes incorporated in the Project Appraisal Document (PAD).
