5.13. Project Level Points of Intervention: Implementation and Supervision
Implementation is the stage where the gender priorities of the design
often get lost. Gender components are more likely to disappear when there
is a significant time lag between the design and implementation. It is
important to make certain that the mainstreaming of gender is monitored
throughout the project. Sometimes it is necessary to overcome local opposition
to women's participation in transport projects.
Implementation and Supervision Check List
Monitor project implementation to ensure that gender components
are implemented effectively.
- Does the project operational manual include actions to address
the gender aspects of the project?
- Does the project team have the skills needed for gender advocacy
and supervision of gender issues?
- Will gender specialists be involved early and throughout
the life of the project?
- Does the project have local support for inclusion of women?
- Are project resources available to both women and men?
- Do women as well as men have opportunities for paid as well
as volunteer work?
- What mechanisms are in place to monitor gender inclusion
and make changes when needed?
- Is commitment to gender inclusion a criterion for awarding
grants and contracts?
- What mechanisms are in place to monitor the implementation
of gender strategies
- Does the project team collect gender-disaggregated data?
If any of these elements are missing take the necessary
action to put them in place. |
