5.9. Project Level Points of Intervention
At each stage in the project cycle there are many opportunities for
addressing gender issues. Project implementors need to be aware of specific
actions they can take, such as the commissioning of gender disaggregated
data sets, which will help to mainstream gender in the program and provide
a base of adequate information to support decision making. Attention
to these opportunities will help lead to mainstreaming of gender in
the sector.
Mainstreaming Gender in the Transport
Project Cycle
1. Identification
- Identify all stakeholders.
- Identify gender and other social inclusion issues
relevant to the proposed transport project and assess
adequacy of information on those issues.
- Analyze travel and transport needs, access and constraints
of male and females.
- Assess institutional capacity for managing gender
responsive projects (staffing , expertise, exposure
to gender training).

2. Preparation
and Design
- Involve all stakeholder groups including women, disabled,
etc.
- Identify gender and other social issues that might
arise.
- Develop gender indicators for monitoring and supervision.

3. Appraisal
- Assess gender related opportunities, constraints,
outcomes, impacts and risks of proposed transport project.

4. Implementation
and Supervision
- Monitor implementation of gender strategies.
- Address constraints to women's and girls' access
and participation.
- Track gender indicators.

5. Monitoring
and Evaluation
- Assess impact of transport project on males, females
by age, social group, disabilities and other characteristics.
