5.11. Project Level Points of Intervention: Preparation and Design

Project Preparation and Design

During project preparation and design, it is essential that gender issues are properly identified and adequate plans made to address them. Mainstreaming at this stage includes the following:

Gender and transport diagnosis: Data collected should be organized to highlight key gender problems, underlying causes of transport-related problems for men and women, and the relationship between problems and causes.

Gender and transport objectives: Objectives clarify what gender problems will be addressed and what the practical and strategic transport goals are. It is important to negotiate consensus on objectives at policy, managerial, and working levels.

Gender and transport strategy: Clear operational strategies, which will be used to achieve stated objectives, must identify the incentives, budget, staff, training, and organizational strategies to achieve stated gender and transport objectives.

Preparation and Design Check List

Review the project design process and ensure that the following elements are included:
  • Are gender issues identified and addressed in the project design?
  • Is a gender specialist included on the project preparation team?
  • What is the process for consultation with stakeholders?
  • How do project objectives and specific components address gender?
  • Are there gender disaggregated indicators for the project objectives?
  • Are intersectoral linkeages examined (eg. improved access to health services, markets, education) ?
  • Are differential impacts of project components addressed sufficiently at both project and policy levels? For example:

    • Road works: Attention to mobility, access, labor and contracting opportunities.
    • Retrenchment: Gender assessment of differential impacts and design of appropriate safety nets.
    • Policy changes such as subsidies, fuel levies, etc.

IMT Tool Kits

Below are two toolkits to help practitioners design gender sensitive IMT and bicycle components in transport projects. They provide task managers with the information, guidelines and documentation required to incorporate gender sensitive IMT and bicycle components into transport projects. They are designed in the form of short modules which can be downloaded, given to consultants, used in presentations with government agencies or easily adapted for inclusion as annexes in project preparation documents.
