Enabling frameworks

It is generally accepted that the enabling frameworks for urban passenger transport provision are a public-sector responsibility. However, in the case of a concession contract most of these functions are transferred to the operator. While it is relatively rare for a private-sector operating concession to be granted in urban passenger transport, this might be applicable to terminal operations and centralized fares collection systems for example.
