Collection of subsidy from its sources

In urban passenger transport systems dependent on subsidy payments to operators for their survival, any delays in this can cause severe cashflow constraints and result in the collapse of a business that would otherwise have been viable. Unfortunately this scenario is all too common, and can be exacerbated when any escalation clause is triggered (for example, by a fuel price increase) or when the source of subsidy comes under other financial pressures.
