Clarity in the allocation of revenue


Most fares systems involve the employment of agents in the ticket sale and/or fare validation processes, either in the retail sector, in an external fare-collection agency, or as employees of an operator. Moneys paid in by passengers should have a defined reward to the agent, and a clear allocation to the service providers (with an appropriate audit trail).

In the event that revenue collections fail to cover all applicable costs, there should also be some ranking of creditors designed to ensure continuing operations until the situation is resolved.
