Minimize cost of operation

Any fare collection system involves some agency costs or rewards, and most incur some direct operating costs in labor, materials consumption and administrative controls. These costs can often be significant in comparison with the commercial margins available in urban passenger transport services.

Whilst it is therefore important to minimize these costs, this should not be achieved by putting system security at risk. Potential losses from low revenue integrity can far outweigh any direct costs savings.
