Informal concessions


In some urban passenger transport systems, fare concessions to the police or military have often become entrenched despite no formal authorization. In some cases this may be tolerated by the operators in that their ridership tends to instill good order and may quell passenger disputes. In others it may be strongly resented, and reflects the relative powerlessness of the operators.

Clearly informal concessions should not be tolerated, and these should either be formalized (and then duly compensated) or their abuse should be prevented.
