Passenger / crew collusion


Passengers sometimes undertake deliberate fare evasion in collusion with the ticket issuer or machine operator. In some cases, such collusion may occur where the crew and the passenger are known to each other and no fare is levied as a personal favor or because of intimidation. In others, the two may agree to an under-payment in return for the non issue of a ticket, and share the benefit.

This type of collusion is more likely where the risk of inspection is less, such as at the end of routes or when working early or late trips. As such, the counter measure is to plan for surprise inspections at those places or times of day.
