Role of Public and Private Sectors

Description / objective

The relative roles of the public and private sectors in passenger transport provision are covered in the Urban Bus Toolkit. This decision is often affected by historic experience and political inclination, but an effective compromise may be to restrict the role of the public sector solely to the enabling environment (regulation and infrastructure), with the private sector responsible for service delivery (including rolling stock provision). Investment and risk allocation follow this division of functions.
