Urban passenger transport systems are generally accountable to some form of quality control, such as of overloading, and its enforcement by external agencies. The effectiveness of such control impacts on the potential productivity of the operators, and hence the fares that they need to charge. Where fares are set unreasonably low, offences in this domain are likely and conflict arises with the enforcement agencies or opportunities for petty corruption are created.
