Traffic and Demand Management

Description / objective

Traffic and demand management involves general traffic control, congestion charging, parking control, and park-and-ride management. These are all potentially part of the enabling environment for public transport that might have been planned at the strategic level, but implementation is rarely the prerogative of the passenger transport authority.

ITS applications

All of these functions can involve ITS applications, but these are not specific to public transport and therefore coverage by this toolkit.

Advantages and cautions

General traffic control may be used to prioritize the movement of cars rather than the mobility of people, and hence can work against an effective and efficient passenger transport system.
